His initial assignment was to transform the dining experience from an institutional model to restaurant-style dining. He not only accomplished this but this opportunity opened the door for him in the healthcare industry.

Burl again worked his way up through almost every department including Chief Financial Officer and ultimately Administrator. During his tenure at this non-profit organization, he started a hospice agency and served as the Administrator of the Home Health and Hospice side of the company. He also started and led a Certified Nursing Aide training program. He successfully marketed to the community and service organizations and consistently increased Medicare and the overall census.

Burl would go on to be a business and financial consultant for a for-profit organization that owned six skilled nursing facilities throughout Texas. He would provide financial expertise in day-to-day operations. He was responsible for internal auditing, analyzing, and financial reporting. Furthermore, he was responsible for policy and procedures for multiple facilities and entities. His duties included tax planning, cost reports, and complex financial needs.

In 2006, Burl would become the C.E.O. for a for-profit organization that owned 20 skilled nursing facilities and 3 assisted living facilities throughout Texas and Oklahoma. He strategically developed systems to increase Medicare and overall census. He implemented account receivable systems that increased collections by 25%. He developed financial systems that efficiently tracked progress and trends.

It was during this time that Burl realized his ability to positively affect the lives of the elderly. He decided to purchase his own skilled nursing facility in Southwest Oklahoma. He purchased an existing facility through acquisition. The facility was on the brink of closing. Strategically, he developed systems to increase census and especially in the area of Medicare. He put new policies and procedures in place that concentrated on the quality of care. He implemented software programs to create consistency in billing, patient care, and documentation. The facility was transformed from a business on the verge of closure to a viable community asset. The home was rated 5 Stars according to Nursing Home Compare and ranked in the top 5% in the United States and top 10% in Oklahoma. The state workman’s compensation program rated it one of the safest nursing homes in Oklahoma. One of the main reasons for the home’s success was Burl’s foresight in seeing the importance of striving for excellence and creativity in care.
